Paper Abstract:      The issue of digital divide is widely discussed and addressed in research as well as in practice. The ministers of the member states of the European Union agreed to work hard to bridge this divide in order to form an inclusive information society. However, today especially senior citizens are still significantly excluded from using ICT. To find measures how to improve the inclusion in Europe we examine a non-EU country facing the same issue of aging. In this paper, we study governmental projects for an inclusive information society in Russia in an explorative way. With the help of a structured methodology we identified 40 cities in the Russian Federation and searched projects in these. The results show that the problem of aging has been addressed by about 3 out of 4 local governments in Russia. However, the projects analyzed differ only marginally. On the one hand, there is a group of projects that aims at improving the computer literacy of senior citizens. On the other hand, we find internet projects aiming at implementing websites especially for senior citizens.
